EWS certificate is essentially an income and asset certificates issued to the residents belonging to the economically weaker sections of the society. Economically Weaker Section (EWS) is a new reservation sub-category below the General category; which got here into impact from the year 2019




The people belonging to EWSs who are not included under the scheme of reservation for SCs, STs and OBCs shall get 10% reservation in direct recruitment in posts and services in the Govt. of Assam.

To claim the advantage of 10% EWS reservation in any govt. job or admission in higher education, candidates have to genuinely produce the valid EWS certificate issued through the competent authority. 


Eligibility Criteria for EWS Certificate :

Candidates must fulfill both income and asset criteria to get Economically Weaker Section certificate.
Income Criteria

Persons who are not included under the scheme of reservation for SCs, STs and OBCs and whose household has gross annual income below Rs 6.00 lakh is to be recognized as EWSs for benefit of reservation.

Income shall also consist of income from all sources i.e. salary, agriculture, business, profession, etc. for the financial year prior to the year of application.


Asset Criteria

Also, persons whose household owns or possesses any of the following assets shall be excluded from being recognized as EWS, irrespective of the household income:-

a) 15 Bigha of agricultural land and above in the rural area.

b) 1 Bigha of residential land and above in the rural area.

c) 1.5 Katha of land in notified Municipal Corporation/ Municipal Board/ Town Committee Area.

House of built-up areas greater than 1000 sq.ft and above in notified Municipal Corporation/ Municipal Board/ Town Committee Area

The property held with the aid of a "Family" in different places or specific places/cities would be clubbed while applying the land. or property holding test to determine EWS status.

The term "Family" for this cause will consist of the individual who seeks the advantage of reservation, his/her mother and father and siblings under the age of 18 years as additionally his/her partner and children under the age of 18 years. 

Following Documents are Required for Income and Asset Certificate:

  • Address proof
  • Identity proof
  • Salary slip (if employed)
  • Land revenue receipt (on verification by LM in case of farmer)
  • Any Other documents (Any voter list, Gaon Burrah Certificate,Land Revenue Payment Receipt,etc.)

Authorities to issue  Income and Asset Certificate:

a) District Magistrate/Additional District Magistrate/ Collector/ Deputy Commissioner/Additional Deputy Commissioner/ 1st Class Stipendary Magistrate/ Sub-Divisional Magistrate/ Taluka Magistrate/  Executive Magistrate/ Extra Assistant Commissioner.

b) Chief Presidency Magistrate/Additional Chief Presidency Magistrate/ Presidency Magistrate

c) Revenue Officer not below the rank of Tehsildar and

d) Sub-Divisional Officer or the area where the candidate and/or his family normally resides.
